Ms. Le Thanh Ha is currently the Head of Legal Department, Vietnam Chamber of Commerce and Industry. Ms. Ha has nearly 15 years of experience in conducting research activities on improving the business environment, enhancing the competitiveness of the VCCI Legal Department. In particular, the positive results have been achieved by coordinating the implementation of enterprise surveys to evaluate the reform of administrative procedures at central and local levels, ministries and sectors. These studies of VCCI have been highly appreciated by public authorities in the process of making their PAR reforms, especially the Ministry of Finance, which has been in operation for more than 3 years. Ms. Le Thanh Ha has a Master’s degree in Business Administration. She is one of the first and consecutive members in the 13 years of the Provincial Competitiveness Index (PCI). This is an index conducted by VCCI in collaboration with the United States Agency for International Development (USAID) for 13 consecutive years in Vietnam. PCI has become an important indicator of the quality of economic governance of provinces and cities across the country. At the same time, the announcement of annual PCI rankings also creates positive motives for provincial governments and cities nationwide to explore and create effective solutions to improve business conditions for enterprises.
