Mr. Nguyen Hong Quang President Vietnam Free & Open Source Software Association (VFOSSA)

Biography Mr. Nguyen Hong Quang graduated Bachelor degree in Computer Science at the Free University of Brussels, Belgium, in 1984, received his Master and PhD degrees in Computer Science at the University of Evry, France, respectively in 1993 and 1996. Dr. Quang has participated to the Free & Open Source Software Movement since 1996 and has directly contributed to the Vietnamese FOSS community formation and development from 2000 to present. He is one of the founders of the Hanoi group of Linux and FOSS users (HanoiLUG) and the Vietnam Free & Open Source Association (VFOSSA), member association of the Vietnam Associations of Information Processing (VAIP). Currently, Dr. Quang is Lecturer and Director of Training at the Francophone Institute of Informatics (IFI), Hanoi National University. He is member of the 7th VAIP Executive Board and the 1st President of VFOSSA. Topic Free & open source software – Infrastructure for e-Government Abstract Vietnam has not yet official documentation of standard and application architecture for the electronic government (e-Government) at the Government – National level, one of the vital requirements for successfully building e-Government applications - services for a country. Reference Software Architecture (RSA) is an important document for application perspective, one of points related to technical and technological aspects in the entire e-Government Architecture. In this talk, we propose a such RSA for the Vietnam e-Government, based on the e-Government model of the developed countries. We point out that to build a such sustainable, independent and secured e-Government in accordance with this reference architecture, FOSS is the first choice not to be missed.
